Programi i Arsimit


Gjatë periudhës 2002-2005 Programi i Arsimit u përqëndrua në çështje të orientuara ndaj politikave arsimore, përkatësisht forcimi i lidhjes ndërmjet shkollës dhe komunitetit; nxitja e arsimit të barabartë dhe cilësor; dhe nxitja e çështjeve të posaçme të politikave arsimore. Përveç këtyre çështjeve Programi mbështeti në mjaft raste debate midis përfaqësuesve të shoqërisë civile, specialistëve të arsimit, politkbërësve dhe administratorëve të sektorit rreth komponentëve të caktuar të reformës arsimore, përfshirë tekstet shkollore dhe kurrikulën, progresin e decentralizimit dhe perspektivën e sektorit.

Edhe pse një sërë reformash janë ndërrmarë vlerësohet se pëmbushja e parimeve të cilësisë dhe barazisë mbeten ende sfida të arsimit në vend. Përpjekjet për cilësi në arsimin parauniversitar janë karakterizuar nga ndërhyrje në kuadrin e kurikulës dhe teksteve shkollore, instalimin e një sistemi të çertifikuar të zhvillimit profesional të mësuesit dhe përpjekje për përmirësimin e kapaciteteve menaxhuese në nivele të ndryshme të sektorit. Gjithësesi, këto ndërhyrje duket të jënë ende në hapat e tyre të parë ndërkohë që nevojitet forcimi i kapacitetit zbatues dhe realizimi i vlerësimeve periodike të impaktit të tyre në sektor. OSFA gjykon se përfshirja e specialistëve të politikave të tekstit shkollor dhe të grupeve të interesit veçanërisht të prindërve dhe nxënësve është me rëndësi të veçantë në kuadër të monitorimit të zbatimit të politikës së “Altertekstit” dhe përmirësimeve të bazës ligjore në të cilën mbështetet kjo politkë. Një tjetër reformë me rëndësi është edhe ajo e decentralizimit të kompetencave vendimarrëse dhe administruese në strukturën vertikale të ekzekutivit.  Procesi i zbatimit të reformës së decentralizimit kërkon ndryshime në legjislacion në mënyrë që të bëhet i mundur transferimi gradual i kompetencave në nivele më të ula të qeverisjes. Këto përmirësime varen nga gatishmëria e qeverisë dhe në rast se ajo dëshmohet, OSFA do të kontribuojë në këtë proces duke ofruar modele/ eksperiencë të huaj por edhe nxitje diskutimesh midis aktorëve vendas. OSFA mund të luaj një rol kyç në rritjen e ndërgjegjësimit, ndërtimit të kapaciteteve dhe koalicioneve midis aktorëve në nivel lokal dhe aktorëve të tjerë, kryesisht, mësues, prindër dhe nxënës. 

Programi i arsimit të OSFA për vitin 2010 do të fokusohet në tre fusha kryesore:

  • Konsolidimi i strukturës së kurrikulave dhe teksteve shkollore
  • Ndërtimi i kapacitetit në nivelin lokal dhe në nivel shkolle në drejtim të procesit të decentralizimit, roleve dhe bashkëpunimi
  • Asistimi në  hartimin e projekt-ligjit të ri për arsimin parauniversitar

Konsolidimi i strukturës së kurikulave dhe teksteve shkollore

Qëllimi: Vlerësimi dhe përmirësimi i procesit të hartimit të teksteve shkollore
Objektivat specifik:
a) Pëfshirja e botuesve dhe autorëve të teksteve shkollore në debatin mbi reformën e teskteve;  
b) Shqyrtimi i politikës së tekstit shkollor (kuadri ligjor, rregulloret, procedurat) të cilat kanë udhëhequr reformen e Altertekstit;
c) Pajisja e MASH me modele të suksesshme për zhvillimin e programeve dhe tekstit shkollor

Ndërtimi i kapacitetit në nivelin lokal dhe në nivel shkolle në drejtim të procesit të decentralizimit, roleve dhe bashkëpunimit

Qëllimi: Mbështetja e reformes së decentralizimit në arsimin parauniversitar nëpërmjet ngritjes së kapaciteteve në nivel lokal dhe nxitjes së bashkepunimit midis agjensive lokale, shoqërisë civile, shkollave dhe sindikatave.
Objektivat specifik:
a) Krijimi i forumeve të arsimit me pjesmarrjen e shkollave, sindikatave, shoqerisë civile dhe komuniteteve lokale;
b) Forcimi i pjesmarrjes së aktorëve lokal në reformën e decentralizimit të arsimit parauniversitar;
c) Ngritja e kapaciteteve në nivel shkolle sa i përket procesit të decentralizimit në arsimin parauniversitar dhe mundësive për të përfituar mbështetje financiare nga programe të BE ndaj zhvillimit të komuniteteve lokale

Asistimi në  hartimin e projekt-ligjit të ri për arsimin parauniversitar    

Qëllimi: Mbështetje për rishikimin e ligjit të arsimit parauniversitar
Objektivat specifik:
a) Mbështetje ndaj hartimit të ligjit të ri nëpërmjet nxitjes së diskutimeve me bazë të gjerë duke përfshirë pjesëmarrjen e qytetarëve dhe të palëve të interesit;              
b) Mbështetje ndaj rishikimit të plotë të ligjit për arsimin parauniversitar dhe i akteve përkatëse nënligjore.                       .
